As envisioned by Dr Stepanian and Ms Nesbitt, students would attend the camps after their freshman year in High School. During the first week the girls would have a large nmber of eggs removed for storage at the main hospital. Unlimited storage space was available. Should the women want an offspring in the future it would be a simple processs to fertilize one of the eggs. During that week the boys were given a mild sedative and placed on a milking machine which removed  sperm which was similarly stored. After this process it generally was a few days before the boys were fully functional. Thus the ingredients for human reproduction were available at the hospital. Dr Stepanian was able also to select the sex of the fertilized egg. What only the Council knew was that if the DNA tests indicated a large child would be forthcoming it would be a girl. If a smaller child the sex would be male. ..........The Council also authorized the new oral HGH for the girls and a one time injection of female hormones for the boys. The Coucil did so under the guise of protecting its male minority while allowing the women to increase their strength to better society. The truth was that the Council and the Doctors wanted to diminish the effects of male aggression while making women more powerful. During the remainder of the summer the girls were introduced to weightlifting and bodybuilding and the boys were introduced to yoga and aerobics. The afternoons were left as free time for reading, swimming or sunbathing. The new HGH was authorized for women by the Council as a way to increase strength but banned for men as too dangeros for a minority that needed protection. .......While presently the average height and weight for adults was 5'11, 180 for men and 5'7" 140 for women, adults treated with new HGH and hormones should average 5'9"" 160 for men and 5'9" 165 for women. The High Schoolers treated earlier should become adults averaging 5'8" 150lbs for men and 5'11 175 lbs for women. The women should have a higher muscle density. The next generation after Dr Stepanian's sex selection methods should average 5'6" 140 lbs for men and 6' 180 lbs for women. Women would have significantly greater muscle mass than the smaller men. Since the four High Schools were quite large the Principals had agreed on certain guidlines for the athletic programs. First football was not offered. It was agreed it was too violent and fostered the male traits the women would like to eliminate. Individual sports such as swimming and track were seperated by gender but the team sports of water polo, soccer, lacrosse, rugby and basketball included both boys and girls. Juniors and Seniors played on the varsity teams while students in the first two years played on the JV teams. The now sophmores returning from summer camp fell ito the JV category. The first fall sport to have a two week tryout period was water polo and with 75 students at North HS trying out, it was agreed that 2 teams of 16 each would be kept. 51 girls and 24 boys attended the tryouts...........It became quickly obvious to Coach Ann Carlito that the summer camp had done wonders for the sopmore girls. The weight training and the new HGH had allowed the girls to add muscle which translated to speed and aggression in the pool. She decidied to keep 4 boys on each team, not because of skill but because she didn't believe the school was ready for an all girl team. The boys wouldn't play that much anyway. .........The girls had also become more assertive and playful. After the cuts were made there was a time at the end of practice when the coaches retired to the office and the players finished with a steady swim. Two girls, usually  led by team Captain Kris Montcrief would come up on an unsuspecting male swimer. One would pinch his nipple, now more sensitive after the summer injection. The folowing month saw much activity at the Council. Karla introduced a resolution entitled The Protection of Males Act. Its preamble stated that men were a valuable resource and that various specific measures would be introduced to protect them. First, was the issuance of drivers licenses. The current age was 18 for all. Citing statistics from before the war that showed young males responsible for a disproprtionate share of accidents, the proposal was for males to be eligible for licensing at age 30. The automobile company objected as their interest was more cars on the road. Karla amended her proposal to allow women at age 15 to be licensed. The male members objected that such a law would make young males dependent on women for mobility. Nonetheless, it passed quickly and it was predicted this law would have a impact on the sexual dynamic. Again citing pre war statistics showing men involved in a far greater number of alcohol fueled incidents, Karla proposed that until age 30 no man should be allowed to purchase alccohol. In addition in places where alcohol is the chief item of sale a man had to be accompanied by a woman. Again it passed quickly with the former Chairman loud in his objections. At one point he yelled "You might well put boys in dresses." Karla responded,"Don't tempt me", but the moment passed. The legal drinking age was lowered to 16 for girls and remained at 18 for boys...............The last item for the day concerned the Marine Corps, the group responsible for New City's security. The Corps was comprised of 75% women but the Officer Corps was largely male except for a few token women. The Council appointed one of those officers Capt Lisa White as the new Commandant with a directive that the next Officer Candidate classes were to be comprised of women until any imbalance was corrected. A number of male Officers, upset at being passed over by Capt White, resigned imediately creating  openings for qualified women. Karla and Susan cogratulated each other on a good days work and pondered the question of whether to celebrate with each other or summon James and William to serve. A few months later Karla, Susan, Ann, Katherine and the other members of the women's caucus met. James and William were included as they now were thought of as two of the girls. Katherie remarked that some of the recent measures seemed rather repressive regarding males. She felt sorry for the poor dears. In the process the New City society had to function and be protected by female power and energy, due to the imbalance of genders created by the previous Chairman and his friends. They were told that they received vitamins for stamina but in reality were injected with the same female hormones the High Schoolers were receiving......... All women were made eligible for the Conception Outside the Womb program and an astonishing 98% applied. The women with husbands dragged them along for the milking program and it was quite a sight to see the men being carried out by the nurses after the 4 hour process..........Susan bought up a problem that she thought the Council had to deal with. The Police force was commanded by Sheriff Bull Connor. A huge man with the opinions of a neanderthal, Bull had been appointed by the previous Chairman and refused to enforce the programs of the Council. As a symbol he said he would never take one of the injections.  Bull was a hero to a portion of the male population and could not be easily removed. Susan suggested leaving him in place but making him answerable to the new Department of Justice. As Justice Minister Susan suggested Rene Timkins an African American and a lesbian, although quietly. Rene had been one of the first women of New City to use the new HGh and thus had already acheived muscular development few could match. Briefly put, she was huge. She would be allowed to chose her own deputy. After having the situation regarding Bull explained to her, she promised that within a month she would personnally and publicly administer Bull's injection. Sheriff Bull Connor was a bad person. Rene asked her friend and lover Julie Mah, a former investigator for the Public Defender's office to get some more information on Sheriff Connor. Connor had been a lawman in Alabama, rising to Commander in the Alabama Bureau of Investigations. He had come to New City at the behest of the former Chairman and brought of his former cronies with him. They occupied most of the top law enforcement jobs in New City. Bull was a large man, 6'3" and 240 lbs, although he was tending to get a bit soft. Bull was sure there wasn't anyone in New City he couldn't beat in a fight or test of strength. Julie found out that Bull's specialty was taking one of the female college students arrested for marijuana posession and giving her an option to booking and jail. Most of the naive girls took the alternative and Bull got his blow job. Rene was incensed............She called Bull to her office and told him he was going to take his shot. Rene began getting ready at 3:30 the next day. She had been able to add 25 lbs of muscle over the past year and now was a solid 6'1" 215 lbs. It had been 11 years since the takeover of the Council by the women. Most of their goals had been acheived or were well on their way. Coincidentally, while Karla and Susan were buying dinner for their bois, the guard was changing at checkpoint #1. The Marine Corps was responsible for the security of New City which was protected by a force field with only two breaks, checkpoints #1 & 2. The breaks were to allow for contact with the primative groups outside New City and to allow for the disposal of nuclear waste at sites outside. Each checkpoint was patrolled by a battalion with a company in a service position. In the early years the Corps was integrated and men and women served side by side although the women were the grunts and men were in command. As opportunities for advancement opened for women, the makeup of the Corps changed. The lack of an athletic background for the men put them at an immediate disadvantage. As High School and College athletes the women excelled in training. The new HGH helped also. Finally the current Commandant had seen enough. General Karen Johnson issued a new table of organization placnig men and women in different units. Thus the new guard at checkpoint #1 consisted of a well trained battalion of women chosen for their toughness supported by a company of Male Marines who would perform mess and clerical duties. The term Male Marines was coined by General Johnson to designate the men who underwent  less stringent training. Most of the men considered this a great opportunity as the mostly high school graduates got early secretarial and restaurant training............Of course, spending 13 months in close quarters with tough women in constant training required the Male Marines to excerise caution. The Male Marines dreaded tomorrow when they would have to pass the swimming qualification test or face a remedial swimming course. The next day was the swimming test for the Male Marines. The female combat troops had swimming  as part of recruit training. For most it was a breeze as all were high school or college athletes. Some had been among the best swimmers in New City. Of course the times for the girls were now so far superior to the bois that there was talk of eliminating boi's competitive swimming. Pfcs Lance Hotchkiss and Brandon Newman were nervous as neither wanted to take remedial swimming. They had heard tales of what happens to bois at the hands of the tough women instructors. At the same time the Judges for the Dena Classic was meeting. The group was respnsible for setting the standards for this and other competitions, as well as regulating all other matters relating to powerlifting and bodybuilding. The 4 women and token male had early on adopted the recommendations of the Council. While allowing women to add as much muscle as desired and rewarding those who did it best, the men were rewarded for slimmer builds and sleek lines. Three weight classes were established and because of the difference in musculature the sexes were kept apart until the final posedown. There was talk of eliminating that portion of the program as it was unfair to the bois. The weight classes were the same for bodybuilding and powerlifting. For men, lightweight under 130 lbs, middleweight 130 to 155 lbs and heavyweight over 155. lbs. For women lightweight under 150 lbs, middleweight 150 to 185 lbs and heavyweight over 185 lbs. The Judges concluded  that the brief posing suit for women would be allowed and encouraged to better show the extraordinary development allowed by increased training and the new, improved HGH.
