The Future

After the great war of 2015, the United States made provision for the continuation of the country. A section of the Utah mountains was secretly domed and provision was made for 500,000 people to be transported in secret to the new facility. To ensure continued reproduction the ratio of two-thirds female to one third male was established. The new state was to be ruled by a council and the male power structure of the old country settled on  nine males and six women as the makeup of the council. Death or resignation of a member would cause the appointment of a new member. In this way the men assumed they would keep power and control. Because of the paucity of males, homosexuality was a serious crime for men and benignly ignored for women. Great strides in reproductive science allowed women to fill more of the work force...............After a short time two of the female council members began questioing their diminished status on the council and were convinced a few things needed changing.  Karla Adams and Susan Wright were among the younger Council members, educated, physically fit and covinced there wasn't a thing a woman couldn't do better than her male counterpart. As the two women enoyed their second beer on a Friday night, Karla remarked that they and the  four other women Council members were ineffective and that the real decisions were made in the male caucus consisting of the nine male members. Important matters that were presented for votes had usually been agreed upon in the back room. Susan agreed and remarked that things would never change because the male majority would be able to replace a retiring member with another male. The nine to six majority would thus be continued as the male founders had intended. This despite the fact women were presently doing more and more of the hard jobs by virtue of their numbers..............Karla suggested that there might be a way. Susan said "I am all ears, what do you have in mind". Karla continued, "You are familiar with our fellow Council members James Franklin and William Schmidt.  I think they have a thing for each other." Susan gasped and expressed shock. "You know the proscription against male homosexuality," If it were true they would probably be forced off the Council and  prosecuted Susan thought. Karla replied that she wasn't certain but if the two women could get proof. the boys would be highly motivated to keep their activities secret. ...............Karla then said that she had placed hidden cameras in James' and William" offices and later that night should be able to download some interesting pictures. Susan realized that with the six women members and two cooperative boys, the Council votes would look very different. Karla and Susan were pleased with the pictures taken in Franklin's office. In one the male Council members were seen embracing and looking into each other's eyes. The second depicted a kiss in which tongues were definitely involved. The two women the invited both men to a meeting in Susan's office under the guise of Council business. When shown the pictures the boys were upset to say the least. Susan explained that while the pictures were not enough to have them prosecuted under the anti male homosexuality statue, their publication on the evening news would certainly result in expulsion from the Council and public scorn. Not to mention the loss of a very comfortable situation. ...........James and William thought about their options. They were the future of the male caucus.  Both had been college football players, served gallantly as Marine officers and became tough Federal prosecutors in Washington. It was there that  they met and were instantly attracted to one another. In Washington before the big war, no one paid much attention to who was sleeping with whom so there was little danger of an adverse effect from the relationship. It was a different situation when they were selected to go to New City and become members of the ruling Council. At this stage it was expected that they would follow direction from the senior members, like the former Vice President and the former Chief of Staff. Both James and William were great physical specimens, lifting weights daily supplemented by doses of the new and improved Human Growth Hormone. James stood 6'1", William 6'0" and both weighed a muscular 215 lbs. It was a rare week that one or the other didn't receive a marriage proposal from an unknown woman............ When the Karla and Susan offered an alternative to the publication of the photos James and William were ready to accept anything. Karla explained that during the 18 months that they had been in New City every vote had been predetermined by the male caucus. The former Vice President had himself installed as chairman and pretty much ran the show. The 9 to 6 male majority rubber stamped his decisions and the women on the Council were mereley window dressing. She explained that soon James and William would see the value of voting with the female group. The women on the Council were of one mind on almost all matters and the addition of the two boys would assure a majority. ..........Susan added that they knew that the two photos alone were probably not enough to assure the cooperation needed so the boys were going to star in a movie. After reminding them that the alternative was publication of the photos on the evening news, she told each to go to one of the bathrooms adjacent to the office. Both were told that they would find a generous supply of a hair removal product which they were to use to remove all their hair below the neck. Any diffcult hair could be removed with a razor (provided). James wold find some pretty pink panties, matching lipstick and nail polish which he was to apply. William was similarly instructed and provided with white panties with dark red lipstick and polish. When finished they were told to knock and they would be allowed to return to the office wearnig only the panties, lipstick and polish . 90 minutes later the boys returned. ............Both Karla and Susan remarked how cute the boys looked, adding to their discomfort. The women gave them two glasses of wine to relax them and then told them that the office was set up to record their activities. They were told thet they would not be disturbed and to act as if they were alone . After pinching the bottoms of the boys, Karla and Susan left explaining that the recording would never be seen but held to insure their future cooperation. The women watched on a monitor and were amazed at what they saw. Both women knew then that it was going to work. to be continued

After allowing a few days for the boys to get over the shock, over a private dinner Karla and Susan revealed more of their plan to James and William. To say the boys were highly motivated to cooperate was an understatement. There were two minor procedural votes in the next few days and Karla told them that each would vote with the female minority on one occasion. In that way the result would remain the same but it would be the first time in the short history of the Council that a male member had voted with the women. James and William would be able to say that no real harm was done. .........In a week however, was the vote on a new citywide holiday. The Chairman, an admirer of the old Bush Chaney administration had decided on George Bush Day and it was assumed that is what would happen. Susan was to introduce a different resolution for the adoption of a Nancy Pelosi Day, in honor of the woman who towered over the male politicians of her time. James and William were told that they were to vote for Susan's resolution and agaiinst the Chairman's. For the first time the female position would have an 8-7 majority. This would be the beginning of a real power shift in the Council. Karla told the boys that the shift in power was a good thing. The Chairman had created New City as a male fantasy with a 2 to 1 ratio of females to men. The reality was that the important work was being done by women while the positions of authority were held by men appointed by the male majority of the Council. She reminded the boys that having men in charge hadn't worked out so well for the world before the war. ...............As James and William left, the women reminded them to do what they were told. Karla and Susan would do the thinking. ............Afterward Susan remarked that was enough for the boys to process in one night. Karla agreed and suggested that it was better to wait until after the vote to tell them more. Both women laughed heartily and shared a passionate kiss. to be continued

On the 13th the vote on the new holiday was held. To the surprise of most including the Chairman the Council decreed the new holiday to be Nancy Pelosi Day. The Chairman and his allies on the Council stormed out with a "no comment" to the media. James and William left through the side door. The women on the Council hastily organized a private dinner celebration and Karla and Susan found the boys and easily convinced them to attend. The other women were only too appy to have the 2 hunks attend. After a few drinks for the women the boys were getting a bit uncomfortable, especially when Ann Carlito, a former Olympic swimmer reached under the table and squeezed James' very high on the thigh............... Eventually everyone left and Karla and Susan thought this the perfect time to tell the boys what was in store. Susan explained that with the paucity of eligible males folks were starting to ask why the two young Council members were not married. She explained that she and Karla were very happy sexually with each other but enjoyed men occasionally. It would be in everyone's interest for the four of them to become two married couples. Karla and Susan had condos side by side and the women had no problem with the boys fucking in private. Although Susan explained, the boys would have a few women pleasing talents to learn. The following Monday the four Council members met in the gym reserved for members only. Fully furnished, it was not often used because of the age of the senior male members. Susan and Karla explained that the joint wedding would be a very public spectacle and it will be important to project the right image. The wedding would be in nine months. By then the women planned on being in firm control of the Council and well on their way to advancing their agenda. They explained that they had been working for the past few weeks with their trainer and this morning the boys would be introduced to her. The goals would be quite different, however. The women wanted to project an image of power and strength. Their training would focus on strength and building muscle. The women  agreed that the male image should be softened somewhat so the focus  of the boys would be on diet, flexibility and aerobics. The women would supplement their workouts with the new HGH, now taken orally while the boys would receive one dose of female hormones which would help soften their bodies but not too drastically.  The wedding would serve as an example of the new woman and the new man.........At that point the trainer walked in and the boys were surprised. Dr Deena Westerfield had been a professional bodybuilder before the war and as a favor to Karla agreed to oversee the training of the four. Although now a full time chiropractor  it was obvious she still trained regularly. Her stunning beauty and great physique would look great on a much younger woman. Although she wore a sports bra, her chest muscles provided all the support needed. Deena exxplained that if everyone followed her direction, in 9 months the women should be able to carry 175 lbs of muscle on their 5'11" frames with broader shoulders and wide lats quite evident. The boys would see a slight reduction in height from the hormones to 5'11" and their weight would hopefully drop below 170 lbs with a softer look. The two Marines relaxed at the table on the patio drinking a beer. They had just run a 10k race in the City and each had broken 40 minutes for the first time, Debra Compton and Michelle Winslow were halfway through their compulsory two year service and were not happy. " Why is it that almost all of the Officers and non coms are men" asked Debra. "Only a token few women ever get promoted and they are given meaningless assignments." Michelle replied "It is the system installed by the Chairman and the Commandant. The Council appoints a man as Commandmant, he appoints male officers and the system continues. This while the Corps is 75% women." In fact it was true and the Commandant had justified the unbalanced promotion rates by citing the higher scores of the men on various physical tests. What was not widely known was that the men were supplied with the new improved HGH while the women were warned away from HGH citing the side effects of the old version...........Debra said she did not understand why the men did so much better. She had researched some strength competitions from before the war and it appeared the women of that time were indeed closing the strength gap. She had found competitions where women of equal weight outlifted their male counterparts. American men, in particular, fared poorly when compared to the women of countries that took things more seriously. Michelle surprised Debra, telling her that she had written Council member Susan Wright to complain of the situation.............Susan had indeed received such an email and had replied tersely that Michelle should remain patient, that the Marine Corps was not the only situation like that and that soon things would change. Indeed change was in the air and the good old boys club would never be the same. to be continued

The day for the election of Council Chairman finally arrived. Karla and Susan had decided to remain in the background and the women put forth Ann Carlito against the current Chairman. Ann had been an Olympic silver medalist twice before the war and still swam a mile and one half daily, occasionally doing one of those tough interval workouts from her past. She had returned to school after her swimming career and received her Masters and PHD in biology from Harvard. She currently lectured at New City University when her Council duties allowed. She was married to Jeff, a part time computer technician, had two teen age daughters, both swimmers, who were already swimming as fast as Ann had in her prime. Ann coached both at one of the four high schools in New City where she was the swimming and water polo coach. ..........The Chairman had been very quiet since losing the vote establishing Nancy Pelosi Day and was especially solicitous of James and William. He was convinced that he had brought them back into line through a combination of charm and threats much like his idol, Dick Chaney would have. The whole vote was complicated by the impending retirement of John Stephens, the oldest member of the Council. .........The vote was anticlimatic as Karla and Susan had predicted with James and William voting with the women as they had been instructed to do. Ann graciously accepted the gavel from the now previous Chairman,  accepted the resignation of Stephens, and called for applications for his replacement. This was a formality as Karla and Susan knew that Katherine Jones an African American attorney with the Public Defender's office would eventually be appointed. ........With four days off Karla and Susan relaxed and decided to spend the time at Karla's country house. They decided to take James and William along to get to know them better and decide which one each would marry. Karla was already expressing a preference for James. She thought he was starting to look cute as he slimmed down and let his hair grow. Of course both women would have to find out if that sexual energy evident on the CD could be put to use for the women's pleasure. After dropping the tired boys off, Karla and Susan discussed how much they had enjoyed the four day break. Too exhausted to do anything but sleep after the drive Friday, the women had begun Saturday with a heavy weight workout. Under Dr Westerfield's program both had increased their bench press workout to multiple sets of 10 with 150 lbs in only two months. Dena predicted that after four more months the women would be lifting 225 lbs in sets and have a max bench press of much more. After the chest and shoulder workout in which the boys acted as spotters and helpers, they used the treadmill and cross training machines. Dena's program had allowed each boy of  to lose around 30 lbs. Later the women were able to get in a second lower body workout because the new HGH allowed for a very fast recovery..........That night during a great dinner cooked by William. Karla and Susan revealed some of their plans to the boys. They began by reminding the boys about some of the dramatic advances made by women before the war. In every area women had overtaken men. They had constitued over 50% of the workforce, were the principle earner in a majority of households, far outpaced men in college and advanced degrees and had been rapidly closing the strength gap if the last results of competitions were an indication. When one factored in female advantages in flexibility and endurance it was no wonder that any war between the sexes had been won. Despite that when setting New City the Chairman had created an environment where men were in most positions of authority and  women did the work. With the present makeup of the Council, Karla, Susan and the other women were in a position to change that. There would not be an attempt to oppress men but to reflect the talents of women. The joint wedding would among the first public spectacles reflecting the new reality. The concepts of masculinity and femininity would remain but men would be a bit softer and to be a woman would be to project strength and power along with beauty and intelligence. Karla, Susan, William and James as Council members would be able to project those images to others. The boys once again realized they had little choice  but to go along or have the embarrassing CD shown. The weekend also began the sexual training of the boys. to be continued

Suddenly Susan began laughing recalling the rest of the four days beginning with after dinner Saturday. Susan began by telling the boys that although she and Karla were lovers, they both enjoyed male sex on occasion. The reality was that the women on the Council blamed aggressive male traits for the war and did not want New City to suffer a similar fate..........As the previous Chairman had arranged for most positions of leadership to be filled by men, the first order of business was to move talented women up the ladder to positions of authority. The women knew that a few breakthroughs could change things dramatically. .......The first area the Council addressed was the position of Surgeon General, the City's Chief Health Officer. The present General was 86 years old. After convincing him to resign, the Council bypassed his Chief assistants and appointed Dr Laura Stepanian an expert in reproductive technology and the woman who would revolutionize society.  Unknown to only te women Council members,she had developed a procedure that would allow for the selection of sex for an unborn and as important for the gestation period to occur in a hospital environment and outside a human womb. Women would thus be freed to unleash their tremendous energy for new City's benefit. Karla and Susan winked at each other. It was working. to be continued

Looking back later, Karla and Susan were amazed at how smoothly the initial changes were implemented. Dr Stepanian insisted that the key was getting the teenagers  involved. New City had four High Schools named after the four points of the compass. The eduacational establishment had a Chief Principal who was in charge of the four schools. Of course, having been appointed by the former Council chairman he was a male with little experience in the field. Each school was in the charge of a Principal, all female who were lifelong teachers. Their progressive ideas were continually frustrated by the Chief Principal. Rather than replace the Chief Principal, the women on the Council added another level by making all of the Principals answerable to the new Minister of Education. The new Minister, Coleen Nesbit had been a college roomate at Stanford of Dr Stepanian before the war. They were also both starters on the volleyball team for four years.............Dr Stepanian needed a way to harvest eggs from the future female population of New City. Sperm was needed to fertilize the eggs. Society needed a way to curb the aggressive male traits that caused the war. Female energy above and beyond what was provided by their numerical superiority was needed...........Coleen and Laura drew up a set of guidelines which they sent to the Council for approval. The most important change was a mandatory summer camp for all students after their freshman years. There would be camps at four locations, one for each school. At the camps specialized but separate instruction would take place for boys and girls. Procedures that would harvest eggs and sperm for society's needs would occur and both groups would be introduced to chemical aids and exercise techniques that would remain with them for life. The camps were a changing experience, better for girls, boys and society. to be continued
