In Bing image creater I put in this prompt

Muscular female Latino flexing her biceps
and got a "unsafe" message.
Then just to see what would happen, I did the same prompt with a man and it worked.

What's up with that? 

Yes, this happens a lot in Bing Image Creator. Using synonyms can help. Another option is to lengthen the prompt by adding descriptive details, so the 'unsafe' message may disappear.
