From making a guess at the signature I found out the artist appears to be Rich Buckler (You are not allowed to view links. Register or Login), and the publisher was Solson Publications (You are not allowed to view links. Register or Login)

Your best bet would be to find a physical copy to scan, but searching Ebay, there are some other Solson Publications comics available, but not this one currently or in past listings that I could see:

...which makes me wonder if the comic ever actually came out beyond this one ad.  If you want this ad in better quality, "Teenage Mutant Ninja Turtles Teach Karate" by Solson Publications appears to contain it, as referenced here:  You are not allowed to view links. Register or Login
