    You can do it using VCL Media Player.

    Load a video you want to view in VCL Player, and pause it.
    In the menu bar click "Tools"
    In Tools click " Effects and Filters"
    In Effects and Filters click on the "Video Effects" tab
    Inside Video Effects check the box "Interactive Zoom"  then click on "Save"

    You will now see a small window of the scene in the top left with a box in it. By moving the box around you can move the zoomed section you want to see around.

    If you look carefully to the left under the small window, there is a sort of upside down triangle. You can use your mouse to slide the shaded area in the triangle up and down to zoom in even more.

    I use Movavi Video Suite.

    There is in fact a free software download called  Davinci Resolve 18. You can edit the video to zoom in with this software. I have never used it but there are a lot of tutorials if you google on how to use the software.
