Stephanie Rattunde extreme bench press arch

New on my radar is USA Junior competitor Stephanie Rattunde. She's 19 and competes in the under 43kg class. Her squat is pretty modest but her bench press had the commentators gasping in amazement at the world championships. She has the most extreme back arch I have ever seen. Her range of motion is tiny because her chest is so far off the bench and she has a really wide grip. She won her weight class by an astonishing 42.5 kg. I'm looking out for her in the future. On the subject of extreme arch, I found a very brief animated GIF of a (Russian?) lifter who looks to have an even more incredible arch than Stephanie. She looks as if she wouldn't need to press the bar at all! Can anyone identify who she is?

That looks plain ridiculous, and should be banned as she seems to be gaining an advantage with the range of motion; not that I know much about powerlifting but there you go. Looks damn painful too.

It seems to be perfectly legal. One or two people have suggested that there is an IPF rule that says there has to be at least a 10cm movement of the bar, but I can't find any reference to this in the IPF rules which are online. In fact, all it says is that the bar has to touch the body and then be locked out. If the arch was so extreme that those two things were the same, i.e. no range of motion at all, I don't see how that would be illegal.
