I believe that's Lucy Frazer, Conservative MP for South East Cambridgeshire.

It is. Government ministers usually sit directly behind the row with the PM and the Cabinet. She's a Parliamentary Under-Secretary of State in the Ministry of Justice, so it makes sense.
