Based on that assumption, I say late '90s Michele Maroldo. Her biceps were beautiful, & Her peaks were sick ~

For me, Marja Lehtonen is the best. 17 inch biceps for a 5 feet  1/2 inch woman is a uniqueness. But there are some other "tiny-huge" persons, like Patricia Velmann, with huge peaks and even shorter, than Marja, height.

WPW wrote such a thing, long time ago. Besides in 2004 or so, she said in the interview, that her bics are about 16,5.
