I'm voting that it's a sport because, although women are judged based on how well they develop and display their muscles, the strategy involved in developing that look makes it a sport.

For me, the best definition is from Frank Zane. In a documentary , he says bodybuilding it's like a sport mixed with a beauty pagent (...)

Yes there are plenty of sports that judges select the winner - e.g. gymnstaics

Gymnasts are judged on their athleticism, not what they look like.  Bodybuilders just display their muscles in front of judges. My rationale is the training involved in developing the look that fits judging criteria makes it more of a sport.
