Without meaning to speak for the OP, I think from the many responses here that this was a case of playing the game first and having the idea second. They may not be familiar with those systems.

As far as narrative vs tactical goes though, there is an argument that in some ways narrative games don't even really need much of a system - though perhaps Cypher might have some kind of pool-related table or set of descriptions. It's interesting either way - and I'm sure even narrative systems have the occasional bit of crunch, but it seems that in this instance tables, modifiers and feats are all part of the fun for OP.
