Yes, this image is by Martin Montalbetti ['Martin' at *LH* and, as noted, 'Jupiter' at *AC*] and is an illustration from a story called VIRUS by GBM, whom I suspect currently goes by 'up2nogd1'.

Although said commissioner voiced an intention to post the story on the Forum, it doesn't appear to be here now.
