WPW wrote such a thing, long time ago. Besides in 2004 or so, she said in the interview, that her bics are about 16,5.For me, Marja Lehtonen is the best. 17 inch biceps for a 5 feet 1/2 inch woman is a uniqueness. But there are some other "tiny-huge" persons, like Patricia Velmann, with huge peaks and even shorter, than Marja, height.

I thought about ways to answer the question “Who has the best bicep peak?” a little more objectively. The peak is a two-dimensional visual phenomena, and so it should be measurable from photographs, provided the view is straight and true, rather than angled up, down, or from the side, which would distort the geometry. I considered two types of measurement.
The first I call “pure peak”. This is simply the height of the peak, measured from the horizontal line connecting the top of the two bicep inserts (the base of the peak) to the highest point of the bicep peak, divided by the horizontal distance between the two points where the bicep muscle joins the inserts. Think of an inverted “u”; it’s the height of the “u” divided by the distance between its two legs.
The second type of measurement I call “total arm bulge 1”. This is the total vertical height of the flexed arm at its greatest point divided by the vertical height of the arm at its shortest point, typically the insert just above the elbow joint. One can do a variant of this measurement by averaging the two shortest vertical heights, i.e the inserts on either end of the bicep muscle, and I call this “total arm bulge 2”. Since this measure takes more than just the top of the flexed arm into account, it’s not what most would consider a measurement of “peak”, but the peak is the major component of the measurement and the measurement is intuitively a vital contributor to the overall aesthetic of the flexed bicep.
I made measurements of most of the women considered to have the best biceps peaks. Wherever possible I took multiple measurements, using only straight shots and good resolution photos (which ruled out some great candidates like Patricia Veldmann), and weeded out any that appear anomalous. Anyway, my experiment yielded a few interesting results. The top women in all three categories are listed as follows:
