I don't think it is, I blew it up and you can't see any artifacts.  It appears to be a combination of a crappy camera(Cell phone?), weird lighting, and that she was moving(lifting the weights) while the photo was taken.  If you watch her videos she has a tendency to cheat a bit and throw her body into the movements.
