It very much depends on whether you include women with some muscle but carrying a lot of fat or have a limit on bodyfat percentage, which would not allow such women (including some strength and track & field athletes) but would include FBBs in off-season shape.
As such, my stab at the list woul include:
Quads (all-time)
Renne Toney (supposedly 32in)
Maria Segura
Heather Armbrust
Helle Nielsen-Trevino
Maria Calo (around the 29-30in mark)
Tina Lockwood (min. 28in, possibly up to 30in off season)
Nataliya Trukhina (around the 28-29in mark)
Most of the above not specifically given figures are likely to have 28in (or more) quads.
Calves
Most on the above list also have huge calves, at around the 17-18in mark, though Tina's were nearly 20in. You could probably add Christine Envall (17-18in too) as well.
I'm sure many other members can add others to the list, though some FBBs look like they have huge quads and calves, but justlook huge as they are short in stature.
